Research on global issues
The r4d programme of the SNSF and the SDC is aimed at researchers in Switzerland and in developing and emerging countries who wish to execute a joint research project on global issues. The programme focuses on reducing poverty and protecting public goods in developing countries.
For its duration from 2012 to 2022, the r4d programme has an overall budget of CHF 97.6 million.

Research is divided into six modules: five thematic modules in pre-defined areas of research, one thematically open module.
The main topics of the five thematic modules are:
- Causes of and solutions to social conflicts in contexts of weak public institutions
- Employment in the context of sustainable development
- Innovation in agricultural and food systems for food security
- Sustainable management of ecosystems for the provision of ecosystem services
- Provision systems and financing mechanisms in the public health sector

How To
Submission of proposals
The applications must be submitted via the mySNF platform.
Evaluation procedure
Every module has its own review panel whose members are elected by the Steering Committee of the r4d programme, the Research Council and the SDC management. The panels consist of six to eight international experts from research and practice.
A two-stage evaluation procedure applies:
- In response to a call for proposals, applicants submit an eight-page pre-proposal. The international experts from research and practice then review these pre-proposals with regard to their scientific quality and their relevance for development. On the basis of these reviews, the review panel discusses the submitted projects.
- In the second phase, the authors of the approved pre-proposals are invited to submit full proposals. As in the first phase, the proposals are reviewed by international experts and evaluated by the review panel. The National Research Council then approves or rejects the proposals.
